Hide [S01] Monitoring progress on the implementation of Code – Second round reporting (2015-2016)

On May 21, 2010 the WHO Global Code of Practice on the International Recruitment of Health Personnel (the “Code”) was adopted by the 193 Member States of the World Health Organization. The Code encourages information exchange on issues related to health personnel and health systems in the context of migration, and suggests regular reporting every three years on measures taken to implement the Code. The reporting process is an integral component of the effective implementation of the voluntary principles and practices recommended by the Code.


A self-assessment tool for countries second-round reporting


To monitor the progress made in implementing the Code, and in accordance with the request of the World Health Assembly (Resolution WHA63.16), a national self-assessment tool was created for Member States. 

You have been nominated as Designated National Authority (DNA) to respond to the updated national reporting instrument (NRI) via this web-based data interface.

The main indicator used to follow health workforce mobility in Slovakia is nationality (foreign nationality). National Health information Centre (NHIC): http://www.nczisk.sk/en/Pages/default.aspx NHIC is a state-funded organization founded by the Ministry of Health of the Slovak Republic. Status and role of the NHIC is governed by Act no. 153/2013 Coll. on the National Health Information System and on Amendments and Additions to Certain Laws. NHIC performs tasks in the following areas: informatisation of health service, administration of the National Health Information System, standardisation of health informatics, health statistics, administration of national health administrative registries and national health registries. NHIC collaborates with institutions such as the Statistical Office of the Slovak Republic, the Health Care Surveillance Authority, the Public Health Authority of the Slovak Republic, the State Institute for Drug Control, institutes of the Slovak Academy of Sciences, health care providers, chambers and health professional organisations, health insurance companies and medical faculties. At international level, NHIC collaborates with WHO, EOCD, EUROSTAT and EMCDDA. Available data: NHIC administers national health registries and national health administrative registries (National Registry of Health Workers, National Registry of Health Care Providers). NHIC collects and processes data from various statistics about the employment (and working conditions) in the health resort. The purpose of data collection and their processing within national health administrative registries is: database management; fulfilment of identification, registration, integration, information and statistical function of registries at both national and international level; creation and evaluation of statistical outputs; isuance and use of electronic health professional cards. The Healthcare Surveillance Authority (HSA): HSA has been established by the Act No. 581/2004 Coll. on Healthcare Insurance Companies and Surveillance over Health Care and on Amendment and Supplementation of Certain Acts as a legal person which is vested with performing surveillance over provision of health care and public health care insurance in the field of public administration. Available data: HSA issues specific codes for health care providers and health professionals (by professional responsibility) for the purpose of effective identification by numbers. Chambers: Chambers register the health workers by professional responsibility. For all health professions registration is mandatory, membership is voluntary. Available data: diplomas (country of first qualification), employment status, date of birth (age), nationality, sex, specialisation (country where the specialisation was obtained), information on continuing education, training and working experiences. Main problems: different data quality and availability (depending on the chamber), linking data with NHIC. Higher Territorial Units (HTU): HTU issues licenses (permits) for operation health care facility (hospitals and ambulatory care). Available data: about issued licenses (permits), data about health care providers (hospitals, ambulatory care) and health care services in their region, data about hospitals (health care providers) in their founding competence. Hospitals / health care providers: Different founders of the hospitals / health care providers: in the founding competence of the MoH SR, in the founding competence of other resorts, in the founding competence of HTU, in the founding competence of other founders. Available data: employment information. Health insurance companies: Available data: contracts with health care providers (hospitals, private doctors), individual data about health workers (as insurants). Social Insurance Agency: State social insurance company which administrate all data about social and labour market in Slovakia. Office of Labour, Social Affairs and Family: Available data: information about unemployed health professionals. Ministry of Labour, Social Affairs and Family (MoLSAaF): MoLSAaF is responsible for employment support, social care and functioning of the pension scheme. MoLSAaF is the largest provider of social and counselling services in the Slovak Republic. MoH issues licenses (permits) for operation health care facility (specialized hospitals and emergency medical services ambulance). Data: System of mutual recognition qualifications by EU directive 2005/36/EC of professional qualifications, various statistics and analysis about the employment in the health resort. Data about issued licenses (permits) for operation health care facilities, data about hospitals (health care providers) in founding competence of MoH. Additional sources: Analyses about missing health professionals are reflecting also the data from DG Market, WHO, OECD. The Ministry of Education, Science, Research and Sport of the SR: Data: decisions on recognition of basic qualifications by EU directive 2005/36/EC – process into the country, data about the medical schools, number of students and foreign students. Medical schools: Data: number of students, number of foreign students. Ministry of Finance of the SR: Data: public finance. Financial Administration and tax offices: Data: taxes. Validity and reliability of the HWF mobility data at national level: Main problems: data collection (limited possibilities of obtaining information on migration), quality and availability of data on migration, compatibility of data from the registers and statistics, limited use of potential data sources, lot of authorities working in field of data sources – different inputs, different outputs, not linking different data sources on a high level, the accessibility of some data sources and availability of some indicator, limited sources (personal, financial, IT). Quality of data („data just in time“): Registers - updating: information about the changes not notified by health professionals to the competent authorities (to chambers), information about the changes not notified by health care providers (hospitals) to competent the authorities (NHIC). European professional card will create pressure for better data processing at national level.
