Hide [S01] Monitoring progress on the implementation of Code – Second round reporting (2015-2016)

On May 21, 2010 the WHO Global Code of Practice on the International Recruitment of Health Personnel (the “Code”) was adopted by the 193 Member States of the World Health Organization. The Code encourages information exchange on issues related to health personnel and health systems in the context of migration, and suggests regular reporting every three years on measures taken to implement the Code. The reporting process is an integral component of the effective implementation of the voluntary principles and practices recommended by the Code.


A self-assessment tool for countries second-round reporting


To monitor the progress made in implementing the Code, and in accordance with the request of the World Health Assembly (Resolution WHA63.16), a national self-assessment tool was created for Member States. 

You have been nominated as Designated National Authority (DNA) to respond to the updated national reporting instrument (NRI) via this web-based data interface.

Assessent was made in August before Nigeria reported on its first code of practice. This was when a Uganda based NGO (ACHEST)visited Nigeria. The Permanent Secretary approved that ACHEST should work closely with the National Data Authority in Calabar, Cross River State for Pilot implementation of the Code of Practice. The meeting hosted over 30 participants from across the State including those from Health Training Institutions, Acadamia, Government Agencies and Parastatals and Implementing Partners. The meeting had full backing of the Government of Cross River State, Health Regulatory Bodies at Federal and State level and was endorsed by the Permanent Secretary of Health at the Federal level. The Honourable Minister of Health, Prof. Isaac F. Adewole is expecting ACHEST second round of visit to establish a machinery on Code of Practice in the Pilot State of Cross River in Nigeria.

The Global Health Workforce Alliance promised to assist Nigeria report on the Code of Practice regularly. In view of this ACHEST was apponted as Consultant for Nigeria. ACHEST visited Nigeria in August, 2015 and currently awaiting the HMHs approval for their visit on or before April, 2016. However, no finance has been released for Nigeria to this effect so far

NIGERIA IS A SIGNATORY TO THE CODE OF INTERNATIONAL RECRUITMENT OF HEALTH WORKERS. NIGERIA PRODUCED THE LARGEST HEALTH WORKFORCE IN AFRICA BUT UNFORTUNATELY LOST MOST OF ITS HEALTH WORKFORCE TO ATTRITION AND EXTERNAL AND INTERNAL MIGRATION. NIGERIA CANNOT INFRINGE ON HUMAN RIGHT OF THESE WORKERS TO HAVE THE RIGHT OF THE CHOICE OF JOB AND WHERE TO WORK. THIS GREATLY AFFECT THE HEALTH INDICATORS IN NIGERIA. IN RECOGNISING OF THIS FACT, NIGERIA IS PREPARED TO DIALOGUE WITH OTHER MEMBER COUNTRIES ON THE ENGAGEMENT OF INTERNATIONAL RECRUITMENT OF HEALTH WORKERS IN ACCORDANCE WITH THE CODE OF PRACTICE AND WOULD DO EVERYTHING POSSIBLE TO ENSURE RETAINMENT OF HEALTHWORKERS
