Hide [S01] Monitoring progress on the implementation of Code – Second round reporting (2015-2016)

On May 21, 2010 the WHO Global Code of Practice on the International Recruitment of Health Personnel (the “Code”) was adopted by the 193 Member States of the World Health Organization. The Code encourages information exchange on issues related to health personnel and health systems in the context of migration, and suggests regular reporting every three years on measures taken to implement the Code. The reporting process is an integral component of the effective implementation of the voluntary principles and practices recommended by the Code.


A self-assessment tool for countries second-round reporting


To monitor the progress made in implementing the Code, and in accordance with the request of the World Health Assembly (Resolution WHA63.16), a national self-assessment tool was created for Member States. 

You have been nominated as Designated National Authority (DNA) to respond to the updated national reporting instrument (NRI) via this web-based data interface.

Cuban brigade and Nigerian TAC Force are the main migrate workers in Belize. Logistical issues and work performances are overseen by the Regional Health Managers, Administrative officer of Foreign Affairs and the Director of Health Services for Nursing to ensure that the conditions stated in the bilateral agreements are upheld.

According to the legislative standards of the country, all migrant workers not apart of the bilateral agreements, must obtain a legal permit to work in Belize. Thereafter, all credentials and permits must be submitted to the Ministry of HEalth for employment in the Public Healthcare system for screening. All recommended applicants (having proper professional and educational credentials applicable to the position) are submitted to the ministry of Public service and Ministry of Finance for further verification according to the Terms of References of the position. CARICOM applicants must possess a CSME certification for employment according to the CARICOM agreement.

Recruitment agencies solicit healthcare workers to venture to other countries. However, the experiences are not always pleasant. Some strict conditions may apply to limit the worker to be bonded to the agency and not be free to move to other available place of work.
