Hide [S01] Monitoring progress on the implementation of Code – Second round reporting (2015-2016)

On May 21, 2010 the WHO Global Code of Practice on the International Recruitment of Health Personnel (the “Code”) was adopted by the 193 Member States of the World Health Organization. The Code encourages information exchange on issues related to health personnel and health systems in the context of migration, and suggests regular reporting every three years on measures taken to implement the Code. The reporting process is an integral component of the effective implementation of the voluntary principles and practices recommended by the Code.


A self-assessment tool for countries second-round reporting


To monitor the progress made in implementing the Code, and in accordance with the request of the World Health Assembly (Resolution WHA63.16), a national self-assessment tool was created for Member States. 

You have been nominated as Designated National Authority (DNA) to respond to the updated national reporting instrument (NRI) via this web-based data interface.

An individual in Ireland, aspiring to be a consultant, must progress along a training pathway from undergraduate training with one of the medical schools to postgraduate training with a postgraduate training body recognised by the Irish Medical Council (the Medical Council being an independent statutory body). The contract of employment is the same for all Non-Consultant Hospital Doctors (NCHDs) working in Ireland, regardless of their nationality. The Health Service Executive is an equal opportunities employer, and offers career progression / post-graduate training to post- registration nurses and midwives. Migrant health personnel enjoy the same opportunities to access further professional education / post-graduate training / career progression as the domestically trained health workforce, subject to relevant statutory requirements, e.g. immigration and work permit eligibility.

The National IMG Framework Agreement (copy attached) provides a mechanism for International Medical Graduates (IMG) wishing to participate in postgraduate medical training in Ireland. . The IMG Training Initiative is overseen and governed by the Health Service Executive and the postgraduate medical training bodies in Ireland on a collaborative basis, through the Forum of Irish Postgraduate Medical Training Bodies. This initiative facilitates participants to access a structured period of training and experience as developed by an Irish postgraduate medical training body to specifically meet the clinical needs of participants, as defined by their home country’s health service. The period of clinical training provided under the IMG Training Initiative is ordinarily 24 months, after which overseas doctors will be expected to return to their country of origin. International recruitment of nurses is conducted in adherence to the Department of Health policy, ‘The Nursing and Midwifery Resource Guidance for Best Practice on the Recruitment of Overseas Nurses and Midwives (attached)

In 2010 the HSE and Irish Aid signed a memorandum of understanding with the aim of contributing to health needs in less developed countries. An explicit focus of this collaboration is to undertake measures to strengthen the health workforce in other countries, working closely with Irish training institutions. Out of this memorandum, Ireland joined the European ESTHER Alliance (EEA) in 2012. The Alliance strengthens HRH capacity in low and middle income countries through institutional health partnerships. Mechanisms of support for HRH include: • Irish training bodies are collaborating in the development and implementation of specialist training programmes for doctors in Africa, e.g. RCSI-COSECSA; RCPI-Zambia MOH. • Hospital partnerships are strengthening HRH through training, mentoring, etc. e.g. CUH Maternity Hospital-Omdurman, Sudan; Mayo General Hospital-Londiani Hospital, Kenya; Crumlin Childrens Hospital-Muhimbili Hospital, Tanzania. • In 2015 Ireland partnered with ESTHER France to strengthen health systems and human resources at hospitals in Liberia, post-Ebola. • Ireland facilitated the development of global network for community health nursing to strengthen role of community and public health nurses. The HSE and RCPI are collaborating under the EQUALS Initiative to support training for biomedical engineers and doctors in Zambia.

In 2010 the HSE and Irish Aid signed a memorandum of understanding with the aim of contributing to health needs in less developed countries. An explicit focus of this collaboration is to undertake measures to strengthen the health workforce in other countries. Ireland joined the European ESTHER Alliance in February 2012 (signed by the Minister for Trade and Development). The Alliance model involves twinning between European hospitals / health institutions and hospitals / health institutions in less developed countries. Ireland’s ESTHER programme is implemented under a Memorandum of Understanding (MOU) between the HSE and Irish Aid, and focuses on strengthening the health workforce in partner institutions. (Irish Aid is the Government of Ireland’s programme of assistance to developing countries).

Ireland provides technical support to the Global Health Workforce Alliance (GHWA) alongside financial support of €500,000 each year (2014 – 2016) under a current three-year agreement, through Irish Aid., As a member of the GHWA Board, Ireland has actively promoted implementation of the Code in the strategy of the Alliance and the global strategy on human resources for health. Through Irish Aid bilateral programmes in Ethiopia, Mozambique and Tanzania, Ireland provides support for HRH as part of health systems strengthening. Through the HSE-Irish Aid collaboration, Ireland has provided technical assistance to measures to implement the Code in these countries

The Health Service Executive (HSE) is developing collaborative arrangements on an ongoing basis, including potential bilateral agreements with a number of countries which will address issues related to recruitment of health personnel, circular migration, training, and capacity building in source countries. The HSE also facilitated deployment of Irish experts to WHO and NGOs to support the Ebola response in West Africa. Irish Aid Development Aid – increased analysis of health systems strengthening including funding of human resources by Global Fund.
