Hide [S01] Monitoring progress on the implementation of Code – Second round reporting (2015-2016)

On May 21, 2010 the WHO Global Code of Practice on the International Recruitment of Health Personnel (the “Code”) was adopted by the 193 Member States of the World Health Organization. The Code encourages information exchange on issues related to health personnel and health systems in the context of migration, and suggests regular reporting every three years on measures taken to implement the Code. The reporting process is an integral component of the effective implementation of the voluntary principles and practices recommended by the Code.


A self-assessment tool for countries second-round reporting


To monitor the progress made in implementing the Code, and in accordance with the request of the World Health Assembly (Resolution WHA63.16), a national self-assessment tool was created for Member States. 

You have been nominated as Designated National Authority (DNA) to respond to the updated national reporting instrument (NRI) via this web-based data interface.

El 98% del personal está contratado por Ley de Salarios o contrato con Fondos de Gobierno, ello garantiza a los nacionales y extranjeros que están en forma legal en el país, seguridad laboral, los contratos precarios por política de estado son mínimos, lo cual esta mandatado desde el Plan de Gobierno, además el MInisterio de Trabajo y Previsión Social vigila las vinculaciones laborales de los trabajadores, los únicos extranjeros que no se contratan con salarios son los médicos especialisas en formación en los hospitales escuela, que tienen beca pero no remuneración. Además cada profesional tiene un numero del órgano regulador de las profesiones, que le permite ejercer de forma legal en el país.

10.a) Planificación Estrategica de Recursos Humanos Se ha realizado desde el 2009 un intenso proceso de planificación de recursos humanos para implementar el modelo de atención en salud, basado en la familia y la comunidad, y el modelo de gestión en redes, además se han definido las especialidades críticas a ser formadas en el sistema, y la planificación estratégica de médicos y enfermeras hasta 2030
