Hide [S01] Monitoring progress on the implementation of Code – Second round reporting (2015-2016)

On May 21, 2010 the WHO Global Code of Practice on the International Recruitment of Health Personnel (the “Code”) was adopted by the 193 Member States of the World Health Organization. The Code encourages information exchange on issues related to health personnel and health systems in the context of migration, and suggests regular reporting every three years on measures taken to implement the Code. The reporting process is an integral component of the effective implementation of the voluntary principles and practices recommended by the Code.


A self-assessment tool for countries second-round reporting


To monitor the progress made in implementing the Code, and in accordance with the request of the World Health Assembly (Resolution WHA63.16), a national self-assessment tool was created for Member States. 

You have been nominated as Designated National Authority (DNA) to respond to the updated national reporting instrument (NRI) via this web-based data interface.

Some of our health professionals face problems mainly within the EU, where the mobility is supported by legal tools, such as the directive on the mutual recognition of diplomas. For example medical doctors with a specialization not contained in the Annex of the Directive 2005/36/EC face difficulties, as the authorities of the receiving country are not willing to deal with their case within the so-called general system of recognition, or if they do, they apply disproportionate fees, or the process is very long, or the fees for exams required to get the recognition are too high for the migrants. Therefore it happens quite often that they take up a lower level job. It can however be the case not only when having difficulties with the recognition process, but also when direct recruitment for e.g. nurses for jobs in social care or home care, which do not require nurse qualification.

12.a) Salary increases More than 95 thousand health professionals (including physicians, nurses, pharmacists, etc.) received salary increases in the public sector. The average salaries increased by 15,5% in 2012 compared to 2011, and an increase to a similar extent was implemented in 2013. In 2012 doctors with lower level income (including resident doctors) and nurses with vocational qualifications received higher increases; in 2013 those professionals were prioritized who got less compensation in the previous year, especially the graduated nurses and the hospital pharmacists.
12.b) Resident scholarship programme Resident doctors can receive (after an application procedure) a tax-free scholarship with a sum of 100 000 HUF (cc. 330 euro) per month. For receiving the scholarship they have to agree that they will work for the Hungarian public healthcare system after specialisation training for the equal time than their scholarship period (5 years in most of the cases), and they do not accept any informal payments. This programme is very popular, it was announces in 2011 for the first time, more than 2500 residents joined the programme so far.
12.c) Human resource monitoring system An integrated data warehouse is being built, where all the available data of health workforce is collected at one place. It can support policy making on health workforce issues and the system will also provide a portal function for health professionals.

Human Resource Monitoring system was developed (together with necessary steps in legislation and development of IT solutions) on the basis of Healh Registration and Training Center (which is the successor of the Office of Health Authorization and Administrative Procedures) in order to provide timely and accurate data on health workforce and support policy making. SIMIGRA project supported the integration of foreign health professionals into the Hungarian healthcare system. The project was carried out by the National Insitute for Quality and Organizational Development in Healthcare and Medicines with the financial support of Unicredit Foundation. A service package was offered containing e-learning information materials, helpdesk, series of publications and educational support.

Hungarian representatives are active at the international platforms dealing with the WHO Code. In the framework of the European Joint Action for Health Workforce Planning and Forecasting, Semmelweis University Health Management Training Centre is responsible for the Work Package 4, which includes the topic “data on international migration of health professionals”. A report about about WHO Code was produced within this activity (“The applicability of the WHO Global Code of Practice on the International Recruitment of Health Personnel within a European context”), and its findings were presented at several international events. Dr. Miklós Szócska, former State Secretariat for Health of Hungary participated in the review of the Code, as member of the Expert Advisory Group.
