Hide [S01] Monitoring progress on the implementation of Code – Second round reporting (2015-2016)

On May 21, 2010 the WHO Global Code of Practice on the International Recruitment of Health Personnel (the “Code”) was adopted by the 193 Member States of the World Health Organization. The Code encourages information exchange on issues related to health personnel and health systems in the context of migration, and suggests regular reporting every three years on measures taken to implement the Code. The reporting process is an integral component of the effective implementation of the voluntary principles and practices recommended by the Code.


A self-assessment tool for countries second-round reporting


To monitor the progress made in implementing the Code, and in accordance with the request of the World Health Assembly (Resolution WHA63.16), a national self-assessment tool was created for Member States. 

You have been nominated as Designated National Authority (DNA) to respond to the updated national reporting instrument (NRI) via this web-based data interface.

1.Act no. 6 year 2012 about Ratification of International Convention On The Protection Of The Rights for All Migrant Workers And Members Of Their Families 2.Regarding Career progession of the Foreign Health Workforce is limited by Act no.13 year 2003 about Manpower . Migrant worker allow to work in In donesia for certain position and timeline .Article 42(4). There is limitation in certain position (Minister of Manpower regulation no. 40 year 2012. 3.Act no. 13 year 2003 about Manpower •Employer must pay compensation for foreign worker (article 47) •Employer must obey the regulation of certain position and competence standard (article 44), •Employer must send the foreign worker back after finished the working contract (article 48) 4.Act no. 38 year 2014 about Nursing •Foreign Nurses must take competence evaluation before doing practise (article 24) All treatment for foreign health personnel is equal with Indonesian health personnel treatment in doing practise / deliver health services.

1.Indonesian migrant health worker mostly placed by private sector to private sector mechanism. Indonesian goverment hopefuly increasing government to government mechanism for health personnel placement. 2.Indonesia had a bilateral partnership agreement for placement of nurses with Japan. Japan have not recognize yet the qualification, competency of Indonesian Nurse, because of differences credentialling mechanism. The Japanese language used in daily activity become obstacle. Some step taken by Indonesia to ensure the fair recruitment: -Formulating a policy about the guidance for migrant health personnel utilization (Health Minister Decree). -utilization of Indonesia Health Workforce considering knowledge and technology transfer, develope professionalism and competition in implementation halth service, humanitarian act, to expand the job opportunity, enhance knowledge, skill and experience. -Utilization of Indonesia Health Workforce had to implement with the country that the government already: a.Made written agreement with Republic of Indonesia b.Have regulation to protect migrant worker. -This effort as the protection for Indonesia Health Workforce that work in foreign. -Developing system for education and training for caregiver/careworker in Indonesia. -Propose the mechanism to increase Indonesia Health Workforce Migrant to be accepted overseas through international certification/license and improve receiving country language skill.
