Product/Service: 2. Breast and cervical cancer control, including palliative care
Technical Area: NCDs & Mental Health
Deliverables: PAHO at the request of MoH conducted an assessment of the national cancer prevention and control program in 2019. Some gaps were identified and recommendations made where some support from PAHO would be required to implement. Additionally, the Ministry of Health in collaboration with the Caribbean Association of Oncology and Hematology developed 5 Caribbean Harmonized cancer treatment what were considered 'guidelines' and requested PAHO to review. However the development of the 'guidelines' were not in keeping with the PAHO/WHO standards therefore support is required to produce PAHO/WHO approved guidelines. Deliverables are at least 1 treatment protocol translated into a WHO approved guidelines using the Grade methodology

Product/Service: Implement diabetes and hypertension control interventions in primary care and facilitate exchange of information and experiences

Deliverables: TTO launched TTHEARTS in July 2019 with 5 implementation sites. Monitoring, Evaluation and Research are important components to assess the impact of the initiative. Due to the decentralization of the health services, the system is fragmented and there is a lack of interoperability of the information system. M&E is currently the weakest area. Given the purpose of HEARTS, which is to strengthen the management of NCDs at PHC level, there is a need to improve self management, capacity and materials to support this area of work. The deliverables are Train the trainer self management training, Motivational interviewing training

Product/Service: Promote salt reduction in the Caribbean
Technical Area: NCDs & Mental Health
Deliverables: The Ministry of Health has taken steps to reduce consumption of sugary drinks through the banning of sale of such drinks in schools. There has also been public education on the need to reduce sugar consumption including meetings with the industry to advocate for voluntary reduction of sugar in products. However, similar steps have not been taken to promote salt reduction. The deliverable is to evaluate salt/sodium content in pre-packaged food products: data collection

Product/Service: Breast and cervical cancer control, including palliative care

Deliverables: Social marketing is a strategy that the country is interested in using to design and implement behavior change communication and mass media campaign. The focus of the campaign is to raise awareness and change risky behaviors related with tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity or increase compliance to drug therapy related to hypertension (HEARTS) and diabetes. However, there is limited capacity to develop these campaigns. Deliverables are Social marketing training and Mass media campaign developed.
Output 1.1.4 Countries’ health governance capacity strengthened for improved transparency, accountability, responsiveness and empowerment of communities
Product/Service: Strengthening MOH capacities for the implementation of essential public health functions
Technical Area: Governance
Deliverables: The country evaluated its EFPH in 2002 and 2013. the overall perspective of the 2013 evaluation indicated that all functions were given scores of above-average performance. At the end of the spectrum, the functions that had a relatively low performance were functions 9 (quality assurance), function 3 (health promotion), and function 7 (evaluation and promotion of equitable access). Another evaluation could be useful as baseline after elections in 2020 for health policy planning as well as a policy dialogue of the intersectoral governance necessary to achieve HiAP. Deliverables are HiAP dialogue of health governance and EFPH and EPHF country assessment.
Output 1.1.5 Countries enabled to strengthen their health and care workforce
Product/Service: Implementation of HRH plan of action in Caribbean countries according to the needs of the programs for each type of health professional
Technical Area: Health Workforce
Deliverables: The Manpower plan for the health sector of Trinidad and Tobago recognizes the need for HRH planning that it imperative for the success of the health system.
Outcome 1.2 Reduced number of people suffering financial hardship (GPW 13)
Output 1.2.1 Countries enabled to develop and implement equitable health financing strategies and reforms to sustain progress towards universal health coverage
Product/Service: Capacity building in health economics and financing
Technical Area: Health Financing
Deliverables: According to TTO Health Accounts report of 2015, 21% of health expenditure was spent on NCD's (sense organ diseases 6%), oral diseases 5%, and mental and behavioral diseases and neurological conditions 3%). However, improvements in data collection will permit more detailed and comparisons of spending with national priorities.
Output 1.2.1 Countries enabled to develop and implement equitable health financing strategies and reforms to sustain progress towards universal health coverage
Product/Service: National dialogue to increase fiscal space for health, using NCDs, Mental Health and other conditions as a reference.

Outcome 1.3 Improved access to essential medicines, vaccines, diagnostics and devices for primary health care (GPW 13)
Output 1.3.1 Provision of authoritative guidance and standards on quality, safety and efficacy of health products, essential medicines and diagnostics lists
Product/Service: Support an integrated approach to improve availability and access to quality medicines at point of care with focus on diabetes, cancer, hypertension, palliative care including pharmaceutical services.

Deliverables: An assessment of the national cancer prevention and control program was conducted in April 2019 and one of the gaps identified was related to pharmaceutical supply chain. There was frequent stock out of medicines and other products which has translated into urgent request for loans from other countries. There will be need to establish a better system to manage drug procurement, supply and distribution. Deliverables is an assessment of the supply chain done, action plan elaborated and in implementation
Output 1.3.1 Provision of authoritative guidance and standards on quality, safety and efficacy of health products, essential medicines and diagnostics lists
Product/Service: Support the improvement of access to radiology and radiotherapy services to diagnose and treat NCDs with focus on cancer

Deliverables: An assessment of the national cancer prevention and control program was conducted in April 2019 and one of the gaps identified was related to pharmaceutical supply chain. Output 4.1.1 Countries enabled to strengthen data, analytics and health information systems to inform policy and deliver impacts
Product/Service: Implementation of the Monitoring Framework for Universal Health, given priority to the generation and analysis of NMH related indicators.
Technical Area: Information Systems|Antimicrobial Resistance
Deliverables: The country is interested in using the monitoring framework for Universal Health regarding Ageing. Considering the intersection of ageing and NCD's both reports could be done simultaneously. Deliverables is the Monitoring Framework report including analysis of hospitalizations amenable to ambulatory care and ageing.
Outcome 3.1 The primary health care approach renewed and strengthened to accelerate universal health coverage (GPW 14)
Output 3.1.2 WHO strengthens the capacity of national public health institutions to deliver essential public health functions and improve the resilience of health systems
Product/Service: Develop a Roadmap for the Essential Public Health Functions (EPHFs) Framework, including the management of health risks and emergencies at the national and territorial levels. 2026-27: Finalize the EPHFs assessment report. Develop the accompanying implementation plan for the EPHFs framework.
