Improve organization and governance of Integrated Health Service Networks (IHSN) to support a resilient system capable or responding to emergent risks: 2026-28: Territorialization and service portfolio by network. Update the territorial analysis (demography, risks, flows, gaps, accessibility) for the 4 prioritized networks. 2026-28: Maternal Care quality: Eastablish or update the Quality Committees by network, with representation in PHC and hospitals
