Contribute to the reduction of preventable maternal mortality through cost-effective and scalable interventions: 2026: Train health professionals from prioritized districts in the Perinatal Information System (SIP Plus), newborn care and obstetric emergencies to strengthen maternal–newborn care in the six priority districts. 2027: Provide training in georeferencing systems. Training of trainers in areas of high maternal morbidity. 2028: Continue training in SIP Plus, georeferencing systems and strengthen response capacities for high-burden neonatal morbidity, including simulation-based training.

Reorganize and consolidate the Integrated Health Service Networks (IHSN) with response capacity for priority interventions using a life-course approach in prioritized territories: 2026: Conduct network maturity analysis using PAHO tools; support interoperability processes between the Health Information System and SIP Plus. 2027: Continue network maturity assessments using PAHO tools; strengthen first-level care by incorporating telemedicine and other digital health solutions. 2028: Maturity analysis of Integrated Health Service Networks, applying PAHO tools and prioritizing the reorganization of micro-networks to improve referral and counter-referral flows using the new IHSN framework.

Consolidate the Alliance for Primary Health Care: 2026: Conduct consultative meetings of the Alliance for PHC in Paraguay to define working mechanisms and strengthen financial management (including results-based incentives and analysis of how PHC financing arrangements support health system resilience, which will allow continuity of essential services during emergencies) 2027: Hold consultative meetings to define joint efforts on financing, health workforce strengthening, and quality of health services. 2028: Continue convening actors through the consultative meetings to support health promotion, networking with local stakeholders, and systematization of alliance activities.
