Product/Service: Support Malaysian health system transformation
Technical Area: Governance
Deliverables: Support review of governance and regulation systems for private sector to leverage greater value based public private partnerships towards health system transformation goals and UHC - using approach building on WHO progression pathway for governance in mixed health systems and targeting key priority areas. Includes policy dialogues based on evidence informed policy options & pathways briefs - highlighting recommended short medium- and longer-term actions.

Product/Service: Technical guidance and operational support to countries to optimize and expand their health and care workforce including through integrated people centered primary health care transformation
Technical Area: Health Workforce
Deliverables: Technical support to development of 10-year Blueprint for the Allied Health Workforce in Malaysia 2026-2035 including implementation plan and results framework for monitoring and evaluation. The Blueprint will contribute to health reformed and reoriented workforce models desired under the health system transformation agenda of Malaysia including shifts to multidisciplinary team-based models of PHC delivery inclusive of allied health professionals performing to their full potential best suited to addressing growing non-communicable diseases, risks of health emergencies and to supporting healthy ageing and mental health and well-being.

Deliverables: Developing and using existing data and evidence in technical support to development of 10-year human resources for health plan. Includes use of a health labour market analysis framework and needs based health workforce planning model (including multidisciplinary team structures for PHC) to set directions for health workforce strengthening for value-based care, of essential public health functions including prevention & promotion and primary care transformation

Product/Service: Sustainable equitable health financing for UHC in Malaysia - Evidence and technical support to health-related macroeconomic and financing policies and practices.
Technical Area: Health Financing
Deliverables: Technical support to strengthen health financing strategies towards achieving UHC - including health financing assessment of potential outcomes (equitable coverage, financial protection, costs and savings etc) of key financing policy intervention proposals and alternative pathways drawing on elements of the WHO health financing progression matrix.

Product/Service: Strengthen strategic purchasing through benefit package design guidance including for primary health care

Deliverables: Technical support to development of guidance on procedures for and institutionalization of health benefit package design - including initial testing of the resulting guideline against the updating of benefit packages for public contracting of private primary care based NCD screening and treatment particularly for poorer quintiles of the Malaysian population.
