Kenya Health Labor Market Analysis | WHO Kenya facilitated the MOH's Health Labor Market Analysis (2021-2023) through the Working for Health program, resulting in key policy recommendations to address health workforce distribution and efficiency issues. HLMA report was endorsed by the senior MOH leadership, launched and disseminated. The Health Labor Market Analysis provided essential evidence-based policy recommendations that have informed the development of the Health workforce policy to enable the Ministry of Health to optimize the allocation and utilization of health workers, thereby improving service delivery. This comprehensive analysis will also inform the development of an investment plan to stimulate strategic investments in training, recruitment, and retention, ensuring a sustainable supply of competent health professionals to meet the country's health needs. |

Kenya National Health Workforce Accounts | WHO Kenya supported the Kenya Health Human Resource Advisory Council to implement the fourth cycle of the National Health Workforce Accounts (NHWA) . 46 counties and key stakeholders were trained in the NHWA version 2 , data collection, analysis, and the development of a Country Health Workforce Profile, ensuring the institutionalization of NHWA within the government. The National Health Workforce Accounts (NHWA) framework has standardized the collection and analysis of health workforce data, significantly enhancing its availability and utilization. With technical support from WHO, the Kenya Health Human Resources Advisory Council (KHHRAC) implemented the third cycle of NHWA, involving comprehensive data collection and training for County Human Resource Managers on the Integrated Human Resource Information System (iHRIS). The NHWA facilitated the consolidation of health workforce data from various sources, providing a robust platform for strategic planning and in-depth data analytics. |

Kenya Review and Development of Health workforce Strategic Plan and Policy | The Kenya Human Resources for Health Strategic Plan (KHRHSP) 2019-2023 was developed to address the critical gaps in the country's healthcare workforce. It aimed to guide investments in health workforce planning, management, and development across national, county, and private sectors. The plan prioritized re-engineering health workforce management for Universal Health Coverage (UHC), enhancing the capability of healthcare workers, and building robust health workforce information systems for better decision-making. Additionally, the strategy included initiatives like the Rapid Access Programme to address staffing shortages and the Productivity Improvement Initiative to enhance workforce efficiency. These interventions were aligned with global commitments, such as the Sustainable Development Goals (SDGs) and WHO's Global Strategy on Human Resources for Health. As the Strategic plan implementation period elapsed, there was need for a review due to emerging challenges and to respond to health sector reforms. Despite progress, significant issues persisted, including inequitable distribution of health workers, insufficient leadership and management capacity at the county level, and a low absorption rate of trained specialists. The evolving population health needs also demanded targeted workforce training and improved resource allocation. A review of the plan was crucial to address these challenges by updating staffing norms, refining the health workforce strategy, and ensuring efficient deployment of healthcare workers across the country including for Emergency Preparedness and Response. The 2023 Health Labour Market Analysis (HLMA) in Kenya highlighted the urgent need for strategic investments and informed decision-making, which will form the foundation for the strategic directions and priorities outlined in the new strategic plan. |
