Strengthen Primary Health Care performance monitoring system to support a resilient and responsive PHC capable of responding and adapting to shocks such as health emergencies: 1) Assessment of the current PHC performance monitoring system; identification of key stakeholders from MOH and PAHO; develop terms of reference and prepare relevant documentation; develop the methodology and tools for the assessment; conduct the assessment and provide recommendations; develop a new/revised PHC performance monitoring system; conduct consultations with stakeholders (before and after the draft is developed). (2026) 2) Training of trainers workshop for Regional Monitoring Officers based on the PHC monitoring system; support the training of trainers workshops that will equip regional Monitoring Offcers with skillsets to train other health professionals at the primary level on how to implement the revised/new Primary Health Care monitoring system; identify key stakeholders from MOH training institution and PAHO; develop terms of reference and prepare relevant documentation; develop an initial draft of the teaching methodology and content; conduct consultations with stakeholders; finalize teaching materials; execute the training workshop for Regional Monitoring officers. (2027) 3) Revision of the National Essential Health Care Package; comprehensive review and assessment of existing essential health care packages and recommendations for improvement; stakeholders’ consultation workshop to validate findings and recommendations; revision of the national essential health care package for primary health care; dissemination workshop. Human resources for Health strategic plan: 1) Conduct background analysis and develop a comprehensive HRH strategic plan; identify key stakeholders from MOH and PAHO; develop terms of reference and prepare relevant documentation for situational analysis; develop an initial draft of the strategic plan; conduct consultations with stakeholders (before and after the draft is developed); cost the final draft of the strategic plan; final editing and printing. Update community health workers training program curriculum: 1) Assess the current community health training program for content and quality against global and reginal best practices, institutional goals, and community needs, and provide recommendations; identify key stakeholders from MOH, training institutions, and PAHO; develop terms of reference and prepare relevant documentation; develop an initial draft of the plan and methodology for the review of the programme which includes surveys based on students learning . outcomes, tutor interviews, and curriculum design methodologies; develop systematic recommendations for improving the training program and curriculum; consult stakeholders to validate findings and recommendations; revise the curriculum. (2026) 2) Support the training of trainers workshops for CHW tutors based on the revised curriculum. These tutors will train existing CHWs to update their skills and knowledge to align with new standards; identify key stakeholders from MOH training institution and PAHO; develop terms of reference and prepare relevant documentation; develop an initial draft of the teaching methodology and content; consult stakeholders; finalize teaching materials; execute the training workshop for tutors.
