Coordinating reform – aligning policy instruments with policy objectives
Financial protection – securing affordable access to health care
Raising revenues – thinking outside the box
Pooling health revenues – reducing fragmentation
Purchasing – getting more health for the money
Re-designing coverage policy for equity, efficiency and transparency.

4.1 4.3.3 <p><strong><span><span>Development and pilot implementation of a Telemedicine module</span></span></strong></p> Development and implementation of Telemedicine modules within ARMED, with features for both doctors and patients. The services will include both patient-to-doctor and doctor/nurse-to-doctor consultations. This implementation will require relevant equipment in regional medical facilities and/or emergency vehicles. People with certain underlying medical conditions will have quick and convenient access to their doctors. Expected Impact: Patients: Quick remote visits to primary care physicians for appropriate cases, saving time and transportation costs; Physicians: Ability to initiate real-time consultations with other specialists by sharing health records of their patients.
