The development objectives of Comprehensive Approach to Health System Strengthening Project for Comoros are: (i) To improve utilization of quality PHC; and (ii) strengthen capacity of institutions which are critical to quality PHC. This project has four components.1) The first component, Improving PHC infrastructure, workforce, and service delivery platforms, has the following subcomponents: (i) Supporting the rehabilitation of PHC facilities (district health centers and health posts) and the provision of PHC equipment and vehicles; (ii) Improving PHC workforce; (iii) Supporting the PBF scheme in PHC; and (iv) Scaling up the community health platform. 2) The second component, Strengthening institutions and governance, aims to support the strengthening and operationalization of selected institutions and governance structures which are critical to (i) quality PHC and (ii) disease outbreak response. 3) The third component, Citizen engagement and empowerment, project management, monitoring and evaluation, aims to finance the following subcomponents: (i) Citizen engagement, patient empowerment and other patient support; and (ii) Project management and project monitoring and evaluation. 4) The fourth component, Contingent Emergency Response Component (CERC), aims to support for urgent need of assistance or capacity constraints of the World Bank Policy for investment project financing (IPF) .
