Related to all Strategic actions for P2: i) Engage financing stakeholders in routine IHR multisectoral coordination mechanisms and develop performance-based indicators and objectives related to the IHR implementation for inclusion in program-based budgeting. ii) Utilize health security resource mapping and expenditure data to routinely inform budget allocation and to mobilize domestic financing to fill any gaps in priority IHR-related activities at all levels. Ensure funds are spent effectively. iii) Revise the Public Financial Management Act or consider exceptions or alternatives to establishing a contingency funding mechanism that is fit-for-purpose for public health emergency response.
