The HSforHS framework illustrates the elements of the health sector and of other sectors that would contribute to health security in each technical area in the IHR. By using the updated WHO benchmarks for IHR, countries will be able to identify comprehensive actions (elements) that would strengthen HSforHS. The framework will provide links to documents, guidelines, tools and packages that can facilitate implementation of each benchmark and provide conceptual guidance and practical steps to complement policies that already recognize the crucial associations among health systems, health security and realization of UHC.
Additionally, information on the prerequisite elements of health systems and other sectors will allow countries to estimate of the overall funding required to implement the HSforHS framework for emergency preparedness. This will aid in prioritizing investments in preparedness and mobilizing adequate resources to strengthen HSforHS in order to attain the goals of UHC and sustainable development. Therefore, Member States, national and international organizations, donors and partners should work hand in hand to strengthen HSforHS and to better position the global community to address future health threats and emergencies.
