PIP Partnership Contribution High-Level Implementation Plan I Final Report, 2014-2017

14 December 2018 - The Pandemic Influenza Preparedness (PIP) Secretariat is pleased to announce the publication of the final report on implementation of the Partnership Contribution (PC)High-Level Implementation Plan I (HLIP I). It presents the achievements and impact of the work undertaken between 2014 and 2017 at the global level and in 72 countries in five areas of work: laboratory and surveillance, burden of disease, regulatory capacity building, risk communications and planning for pandemic product deployment.

The report highlights how preparedness capacities improved globally, regionally and nationally during the 4-year implementation period. Notably, of the 21 indicators established to monitor progress in HLIP I, 15 indicators (71%) were met or exceeded. The results, which are linked to financial expenditures, can be found in the report’s two main sections:

Impact across areas of work. This section provides a summary of each area of work by output, listing its main achievements and the impact they had on preparedness.

Laboratory and surveillance capacity-building: regional and country implementation. This section consists of regional and country profiles which include examples of how PC funds made a direct impact.

The PIP Framework PC is a benefit-sharing mechanism the that aims to strengthen global and national preparedness for an influenza pandemic. It is funded by industry partners that use the Global Influenza Surveillance and Response System.Collaboration and partnership were key to implementation. The funds were used in synergy with other investments from government agencies globally and bilaterally, the private sector, foundations, civil society and multilateral agencies. By working together, partners contributed to improved pandemic preparedness and extended the impact of PIP PC funds.

While significant progress has been made, more work is needed to address the vast requirements for preparedness. PIP will continue to support pandemic influenza preparedness globally, and in January 2018 it transitioned to implementation of the PCHigh-Level Implementation Plan II(HLIP II).
