Sustainable Financing for Preparedness Action Package: Bringing Together Partners to Address Financing for Global Health Security

The Sustainable Financing for Preparedness Action Package (SFP AP) brings together partners from across countries, international/ intergovernmental organizations, and non- governmental partners, to work collaboratively to address a range of core issues for sustainable financing for health security.

The COVID-19 pandemic has highlighted the devastating health, economic, and societal costs of insufficient investment in building and sustaining country capacities to prevent, detect, and respond to infectious disease threats.

Despite years of clear and consistent evidence that the cost of preparedness is far less than the cost of response, countries and the global community have had long-standing challenges in securing sufficient financing for preparedness. Challenges include limited fiscal space and competing priorities within health and other sectors, uncertain returns on investments in preparedness, and the complexity of coordinating efforts across multiple, often disjointed sectors and levels. Even when outbreaks and pandemics like Ebola and COVID-19 garner global attention, historically, the political commitment and investment needed to address critical gaps wanes after the media cycle shifts, leaving local and global communities vulnerable when the next costly threat appears.
