Draft aimag emergency operations centre procedures were tested for information sharing, risk assessment, risk communication and the incident management system. The most recent exercise revealed that there was no coordinated surveillance or systematic risk assessment in place during peace time among sectors. The main area requiring improvement was the absence of a proper chain of command; decisions were mostly based on non-scientific considerations, public perception, acquired knowledge and experience rather than a risk assessment conducted by the technical team. Health and other sectors collaborated well during public health events. However, multisectoral response operations are not formalized and sectors provide joint response without clearly defined procedures
