1.1. Integrated robust health policies implemented in countries: Develop and implement a robust integrated set of international health policies for programmes (health system, emergencies, malaria, tuberculosis, nutrition, antimicrobial resistance etc.). 1.2. Institutional capacity of WHO staff strengthened: 1.2.1. Support the Transformation Agenda’ for reform of WHO AFRO systems and capacities. 1.2.2.Establish and maintain adequate regional capacity for preventing and responding to health emergencies. 2.1. Improved IHR core capacities in at least 80% of countries through resilient health systems: 2.1.1. Complete IHR Joint External Evaluations and National Action Plans in at least 80% countries. 2.1.2. Support countries to fill gaps in essential capacities for IHR implementation and monitoring through an integrated health systems approach. 2.1.3. Conduct assessment of health systems aspects of preparedness, integrate the findings into health security national action plans and the overall national health development plans. 2.1.4. Support countries to develop and implement mechanisms for inter-sectoral collaboration between human, animal and environmental sectors to strengthen One Health Approach. 3.1. Enhanced mechanisms with national civil societies including media to track health budgets, monitor inputs against health services delivered and cross-border elements of disease preparedness and response: 3.1.1. Develop management and accountability capacity norms for districts and peripheral services as part of establishing national capacity and accountability for resilient systems. 4.1.3. Establish/support development of WHO Collaborating Centres to support/monitor the work on health security and health systems development. 4.2. Surveillance systems enhanced for timely inter-country exchange of information and joint actions: 4.2.1. Support scale-up of surveillance (IDSR) including systems for cross-broader regional activities for timely exchange of information and to stimulate joint inter-country actions. 4.2.2. Strengthen the regional capacity for production and dissemination of health data and information through health observatories to facilitate policy and decision making in the region. 5.1. Functional Rapid Response Systems in place : 5.1.1. Establish regional standing capacity to respond to public health emergencies including creation of a roster of deployable organizations and individuals. 5.1.2. Conduct joint multisectoral and multi-agency trainings and simulation exercises to test national and regional preparedness and response plans. 5.1.3. Undertake mapping of public health infrastructures skills and donors in collaboration with all revelant partners. 5.1.4. Provide support to operationalization of Emergency Operation Centres.
