In October 2025, WHO issued procedures for the WHO Assessment of Vector Control Active Ingredient Products (VCAIs) namely, the Overview of the WHO Assessment of Vector Control Active Ingredient Products  (“VCAI Procedures”) which apply to the active ingredient source materials intended for use in the formulation of public health pesticides.  VCAI product applications, submitted by manufacturers, are assessed to determine if the proposed VCAI product(s) complies with WHO-recommended quality standards. The WHO-recommended quality standards are established as WHO specifications for each pesticidal active ingredient. Those VCAIs determined to be compliant with the WHO specifications are thereby acceptable for use in the formulation of Vector Control Products (VCP) which have been or are proposed to be evaluated by WHO for the purpose of prequalification.

The following list of VCAIs have demonstrated compliance with WHO Specifications in accordance with the established VCAI Procedures. 

For any VCAI included in this list, an evaluation report is available in the relevant published WHO specification document. Furthermore, the legal manufacturer has duly signed a Letter of Agreement confirming their voluntary participation with the established VCAI procedures.

Please note:

• New VCAIs will be added to this list following the confirmation of compliance through the established review mechanisms.
• Manufacturers of prequalified VCPs should confirm that their declared sources of active ingredients are included within this list. In cases where declared sources are not included in this list, a post-PQ change application(s) should be submitted to amend the declared sources.
• The Minimum Purity (g/kg) presented in the table is the declared minimum purity for the identified manufacturer's production of that VCAI.  The declared minimum purity is assessed as part of the evaluation process and must be ≥ the minimum purity established in the supporting WHO specification.  If a manufacturer of a VCAI distributes their VCAI at a purity lower than what is declared here, that product/batch/lot would not be considered as compliant with the WHO specification and therefore not suitable for use in the formulation of prequalified VCPs.
