The City of Vancouver provides annual funding to a wide variety of organizations that deliver programs, services and spaces for older persons. The City itself also provides a wide range of programs and services for older persons, including:
• Programs and services at community centres, seniors centres, pools and arenas
• Programs, collections and accessible services through public libraries
• Non-market housing
• Age-friendly outdoor exercise equipment
• Volunteer service to remove snow and ice from sidewalks around the homes of individuals with limited mobility
• Supports to participate in municipal elections such as homebound voting and voting by mail
• Workshops on safety, emergency preparedness and scam prevention
In 2013-2015, the City of Vancouver implemented its Age-Friendly Action Plan. During this period, Vancouver also successfully applied for recognition as an Age-Friendly City by the Province of British Columbia.
In 2019, the City convened an Age-Friendly Solutions Lab. This initiative brought together City staff and representatives from community organizations serving older persons to co-design solutions to improve the lives of older persons. This initiative was paired with a specific funding stream to implement some of these solutions.
In 2024, Vancouver approved its first Seniors Housing Strategy to identify the housing needs of the aging population and carry out corresponding actions.
In 2025, Vancouver City Council approved its new Older Persons Strategic Framework grounded in the WHO Age-friendly Cities Framework and a life-course approach with foundations of equity, diversity, and inclusion, and cross-sectoral collaboration and advocacy. This Framework is structured with an annual action cycle that is aligned with the City’s annual budget cycle and departmental workplans. Over time, this Framework will strengthen and expand the programs and services available to engage and support older persons in Vancouver.
