Tutong District has placed increasing emphasis on policies, programmes and services that promote the wellbeing, dignity and active participation of older adults. Existing initiatives are implemented through a whole-of-district approach involving the District Office, relevant government agencies, community leaders and civil society organisations. These efforts are aligned with national priorities on healthy ageing, social inclusion and community resilience.

A key pillar of support for older persons in Tutong is the Senior Citizen Activity Centre (Pusat Kegiatan Warga Emas), which serves as a platform for social interaction, lifelong learning, physical activity and volunteerism. Regular programmes include health screenings, light exercise sessions, skills-based activities, religious programmes and intergenerational initiatives involving youth and community volunteers. These activities help reduce social isolation, encourage active ageing and foster a strong sense of belonging among older residents.

Tutong District also supports older adults through community-based services at the village-level, including outreach programmes coordinated with heads of villages, welfare assistance, and facilitation of access to healthcare and social services. Efforts to improve the physical environment—such as maintaining clean public spaces, improving walkability, and enhancing accessibility in public facilities—contribute to creating a safer and more age-friendly living environment.

Moving forward, Tutong District plans to adopt the WHO Age-Friendly Cities and Communities framework to guide a more structured and evidence-based approach. An Age-Friendly Intersectoral Working Group will be established, bringing together representatives from health, social services, infrastructure, transport, town planning, community development and older adults’ groups. This working group will oversee needs assessments, prioritise age-friendly actions across the eight WHO domains, and monitor progress through continuous stakeholder engagement.

Through these initiatives, Tutong District is committed to strengthening age-friendly policies, enhancing service delivery and ensuring that older adults remain valued, active and supported members of the community.
