The 5th Busan Seogu Community Security Plan aims to implement Seogu’s social security policies to meet local needs for well-being such as urban regeneration, future happiness, secure communities, as well as balanced and resident-led development. This Security Plan is composed of eight strategies divided into in two areas, namely, Social Security Business Strategy and Community Security Development Strategy. There are also 48 detailed task systems for the Best Value Social Security Community established by residents.

Major areas for action within the age-friendly city plan in Seogu, Busan and inline with the WHO domains are as follows:

  • (Area 1) outdoor space and buildings
  • (Area 2) transportation
  • (Area 3) housing
  • (Area 4) social participation
  • (Area 5) respect and social inclusion
  • (Area 6) civic participation and employment
  • (Area 7), communication and information
  • (Area 8) community support and health services.

The WHO provides certain guidelines for creating an age-friendly city, and recommends developing a model suitable for the situation of each city rather than a fixed model. Therefore, the city model for older people in Seogu was developed based on the process of identifying what an ideal city for older people would entail.

The Seogu Aging-Friendly City Action Plan aims to build an age-friendly city where older people may live comfortably with a healthy body and a healthy mind. Ageing in Place (AIP) means “ageing in one’s home or community for as long as possible”. This means that in addition to the physical and mental health of an older person, community spaces such as living areas, social environments, and neighbourhoods, may also affect their health and happiness.

The vision of the Seogu Aging-Friendly City Action Plan is to therefore build a city where the body and mind of older people can remain healthy and where older people can happily age. The following are our promotion strategies with their respective goals:

  1. Promotion Strategy 1: An urban environment that encourages one to stay for a long time
    • The goal is to create a living environment where older citizens can live with confidence as they age
  2. Promotion Strategy 2: Building a Community Together
    • The goal is to promote the active ageing of older citizens in a community built where all generations recognize and care for each other
  3. Promotion strategy 3: Ensuring a healthy retirement
    • The goal is to create a warm living environment for older people and to create a city that guarantees healthy ageing into retirement
