Changunarayan Municipality, located in the Kathmandu Valley, was established in 2016 following Nepal’s transition to federal governance. It is one among four local level of Bhaktapur District. Guided by the Senior Citizen Act 2063 (2006), the Municipality prioritizes the protection, welfare, and social security of people aged 60 and above. In alignment with this Act, Senior Citizen Clubs, locally known as Jestha Nagarik Milan Chautari (JNMC), have been formed in all nine wards. These clubs operate under a Standard Operating Procedure (SOP) for local older adult coordination committees, ensuring structured participation and representation of older adults in municipal decision-making.

The Social Development Department leads older adult programs, while sectoral departments, including Health, Education, Planning, Employment, Infrastructure, and Communication collaborate to provide holistic services. Citizens above 70 years of age receive free health services, including 98 types of essential medicines, oxygen, and blood support.

The Municipality, in partnership with the Nepal Red Cross Society and with financial support from the Swiss Red Cross, is implementing SAHARA (Shared Action for Healthy, Active, and Respectful Ageing) project. This initiative coordinates efforts to promote active and healthy ageing. Regular health camps, home visits, yoga sessions, psychosocial support, intergenerational dialogue, digital literacy training, orientation for transportation service providers on age-friendly practices, and distribution of assistive devices are delivered across all wards. Skill-based training programs and awareness sessions further enhance the inclusion, dignity, and independence of older adults.
Through these coordinated initiatives, Changunarayan Municipality demonstrates a strong commitment to an age-friendly environment that values respect, participation, and the well-being of all its older adult citizens.
