Ansan City has systematically expanded older adult welfare facilities to create an environment conducive to meaningful leisure and active living for older residents. To proactively address the growing demand for older adult welfare services, the City has established a mid- to long-term development plan for older adult welfare facilities, ensuring structured and sustainable expansion. By securing national funds through the Green Remodeling Program for public buildings, Ansan City has swiftly improved the conditions of outdated older adult community centers, significantly enhancing user satisfaction.
Furthermore, the City is currently advancing the construction of a comprehensive Senior Welfare Center. This facility will serve as a dedicated hub for employment services, expanding opportunities for social participation. It will also house an age-exclusive public bath, providing a warm and comfortable space for rest and leisure.
Strengthening Community-Based Care
Ansan City has reinforced its community-based care system to enable older adults in need of support to continue living in their familiar environments. The City has established an integrated care service framework within the community, allowing older adults to maintain daily life in their residences. The “Senior Care Safe Housing” initiative delivers comprehensive welfare, healthcare, housing, and leisure services, earning Ansan City the Top Award in the 2023 Ministry of Health and Welfare Local Welfare Evaluation for Integrated Care Services. As a signature program, Ansan City operates the “Onmaum Care” project within Senior Care Safe Housing, serving as a base to identify older adults requiring assistance and providing tailored, integrated support in collaboration with multiple institutions. This initiative not only enhances quality of life and emotional stability but also represents a model of Aging in Place (AIP) for sustainable older adult care.
Looking ahead to 2025, the City will establish the Ansan Residential Welfare Center, shifting from a provider-centered model to a field-oriented system offering on-site, personalized housing welfare services. Additionally, Ansan has increased operating subsidies for older adult community centers and expanded funding for meal assistant programs, ensuring that older adults have access to nutritious meals while enjoying a vibrant range of leisure activities in community spaces.
Enhancing Infrastructure for Improved Quality of Life
Ansan City is dedicated to strengthening infrastructure that supports a higher quality of life for older residents. By continuously expanding quality employment opportunities, the City was awarded the Grand Prize in the 2024 National Evaluation of Senior Employment Support Agencies. In 2026, Ansan plans to establish an additional dedicated older adult employment center to provide more specialized support and meet the increasing welfare demand. To guarantee mobility rights for older adults, particularly those with limited access to education and services, the City provides an annual transport subsidy of 160,000 KRW through the Free Senior Transit Payback Program. In 2023, Ansan also launched the Demand-Responsive Transit (DRT) “Ttok Bus”, initially operating in transportation-vulnerable areas to allow older adults to board and alight at their preferred locations, similar to a taxi service. From 2026, the City will operate two additional DRT vehicles under the “Mobility Care” Program, exclusively serving transportation-disadvantaged individuals, thereby significantly improving mobility convenience for older adults.
