Alto del Carmen has a population of 5,938 inhabitants, 100 percent living in rural areas. The Commune represents 37 Neighborhood Boards, 17 Older Adult Clubs and includes the Communal Union of Elderly People of Alto de Carmen (UCAM). Alto del Carmen also has a large population of older adults (21% of the population) who do not have many activities available to them. The Commune, however, is making strides in developing more activities.
In Alto del Carmen, the following initiatives are undertaken to support older adults:
• Community Recreation Integration Projects for older adults
• State Benefits Payments for older adults
• Physical Therapist Center for older adults
• Monetary contributions to organizations serving older adults
• Health Councils
• Preventive Program for older adults (EMPAM)
• Construction of a Welcome Center for older adults
• Social Assistance and Legal Guidance (violation of rights, overcrowding among others)
• Immunization program for older adults
• Supplementary feeding program for older adults
