The Jung-gu District Age-Friendly City Action Plan aims to create a city that is age-friendly by actively expressing the main values of the WHO’s age-friendly city. The concepts of active ageing, healthy ageing, and ageing in place contribute to creating an urban environment where older persons can enjoy and live a vibrant life. Aging in Place (AIP) refers to “ageing in a familiar place”, meaning that community elements such as community space, social environments, and neighbourhoods can impact older persons’ physical and mental health.
The objective of the Jung-gu age-friendly city action plan is to create a city where older persons can enjoy a healthy and active life by choosing “Nice Jung-gu” for older persons to enjoy a healthy life.
The eight areas of the age-friendly cities in Jung-gu, Busan have the following basic policies. The detailed goals of each of the eight areas of the first Jung-gu District of Jung-gu District are adjusted to suit the situation in Jung-gu District, Busan, based on the WHO Age-Friendly Cities Guide:
Area
1 External Environment and Facilities (outdoor spaces & buildings)
■ Improving the safety, convenience, and accessibility of urban infrastructure
■ Creating an age-friendly outdoor rest area
2 Convenience of Transportation (transportation)
■ Convenience of transportation and expansion of safety facilities
■ Ensuring the safety of the vulnerable
3 Residential Environment Safety (residence).
■ Creating a residential environment where older persons can live safely through housing maintenance, etc. of old houses
■ Realization of visiting residential environment management
4 Leisure and Social Activities (leisure & social activities)
■ Strengthening accessibility to leisure and social activities for older persons
■ Operation of social activity institutions by the administrative district
5 Respect and Social Integration (respect & social inclusion)
■ Improving negative perceptions of the elderly
■ Establishing a place for social integration and expanding recognition of merit
■ Increasing the sense of social belonging for older persons
6 Employment and Social Participation (civic participation & employment)
■ Development of jobs that meet the characteristics and needs of older persons
■ Support for active retirement design
■ Expansion of older persons’ opinions as policy participants
7 Communication and Information (communication & information)
■ Establishment of an age-friendly information system considering the characteristics of the elderly
■ Expansion of information service education for the digital underprivileged
8 Health and Community Care (community support & health services)
■ Strengthening the health service and community care system
■ Strengthening accessibility to community services
■ Expansion of visiting local care system
Based on the analysis of policy directions necessary for the establishment of an age-friendly city through the current status and social survey analyses of Jung-gu, the goals for each area necessary for the establishment of the first age-friendly city in Jung-gu are presented:
① Strategy 1: Establishing safe infrastructure for older persons (Related areas: Area 1, Area 2, Area 3).
– The objective is to create a city that is convenient for activities by establishing a living infrastructure that ensures the safety of and convenience for older persons.
② Strategy 2: Establishing a happy city where older persons are included (Related areas: Area 4, Area 5, Area 6).
– The goal is to support the active and energetic life of older persons and to develop a city where they can age within the community.
③ Strategy 3: Establishing a community for healthy ageing (Related Areas: Area 7, Area 8).
The aim of Jung-gu is to provide a healthy environment for older persons and to create a city that supports older persons.
