Incheon City established its “1st 3-year action plan” with the vision of “creating Incheon as an age-friendly city together with its citizens, making it a city where people want to live.” The plan, which will be implemented from 2022 to 2024, is comprised of 5 areas, 13 detailed assignments and a total of 62 specific projects.
Moreover, in November 2014, Incheon City established the “Senior Citizens Policy Monitoring Group” and in April 2015, it formulated the Framework Ordinance on Welfare of the Elderly for the Implementation of an Age-friendly City, thereby preparing and realizing the institutional foundations required to implement age-friendly city policies.

Incheon city’s ageing society policy direction for the next 5 years first prioritizes guaranteeing income and stable support for older people. In order to make this possible, we have been strengthening policies that guarantee income and jobs for older people. We are also reinforcing public care and expanding preventive health management by providing safety monitoring services using IoT technology to older citizens.

Our second priority is to provide a more vibrant life to older people by diversifying leisure welfare programs. As such, we are making efforts to promote digital literacy and expand information education for older citizens. In addition, we are expanding infrastructure and strengthening the function of leisure welfare services for older people.

Last but not least, we are concentrating on adjusting to the demographic changes of an ageing population by realizing the value of intergenerational integration. The Incheon Ageing Society Response Center has been operationalized to promote social integration between generations and promote the social participation of older people.

We are also making significant efforts to invigorate the 50+ Age-friendly Monitoring Group and self-help organizations. In light of the priorities mentioned above, we would like to contribute to the Global Network by sharing Incheon’s unique policy ideas and experiences with other countries.
