Strengthening of health workforce capacity

Adequate quantity, competency levels and distribution of committed multidisciplinary primary health care workforce that includes facility-, outreach- and community- based health workers supported through effective management supervision and appropriate compensation. Emphasizing the need for skilled and motivated health workforce to delivery services, by investing in training, supportive supervision and retention strategies to strengthen capacity.

KEY QUESTIONS TO SUPPORT PHC-ORIENTED APPROACH TO ADAPTING GHI AND DONOR FUNDIGN TO NATIONAL CONTEXT:
• What are feasible areas for GHI catalytic funding to improve health workforce quality, via supportive supervision, education, capacity building and remuneration?
• What are feasible areas for GHI catalytic funding, that can strengthen integrated supervision and other quality assurance measures?
• Are GHI-proposed performance-based incentives and salary top-ups appropriate and sustainable? (Sustainably enhance supply, recruitment, deployment and retention of the PHC workforce; affordable for eventual transfer to domestic funding)
• What community level mechanisms could GHI proposals fund, that can increase community engagement and promote greater accountability of health staff to improve access to quality services?
