Resources, financing and sustainability of programmes

Sufficient funding for disease programmes is integrated in domestic, public financing for PHC. External support (e.g. Gavi, GFATM) is aligned with overall PHC planning and goals. Allocated funding promotes equity in access and incentivizing environment to enable high-quality care and services and to minimize financial hardship. Emphasizing the importance of financial sustainability within the context of specific health issues, emphasizing the need for domestic resource mobilization, effective financial planning and exploration of innovative financing mechanisms.

KEY QUESTIONS TO SUPPORT PHC-ORIENTED APPROACH TO ADAPTING GHI AND DONOR FUNDIGN TO NATIONAL CONTEXT:
• How will the GHI proposal support better alignment of partner and donor support?
• How will PHC be integrated into health financing strategies, including reducing the impact of financial hardship on health service utilization?
• How can GHI funding support the alignment of service delivery activities across levels of care to ensure efficient use of resources?
