KEY QUESTIONS TO SUPPORT PHC-ORIENTED APPROACH TO ADAPTING GHI AND DONOR FUNDIGN TO NATIONAL CONTEXT:

• How can ICCs, CCMs or equivalent Partner Coordination mechanisms promote policy dialogue or advocacy in support of laws or policies that facilitate expanded access to essential health services or programs?

• Is the GHI planning fully aligned with national health strategic plans and budgets? Are MoH (e.g. directors of Planning; Finance; HR) co-leading the process?

• How are GHIs supporting engagement of CSOs and communities in the governance and planning of health programs?

• How can GHI funding feasibly be used to strengthen national PHC strategies and capacities for multi-sectoral collaboration, multi-sector governance, integration of services and community engagement?
