The Knowledge Hub at the Tenth Session of the Conference of the Parties (COP10) to the WHO Framework Convention on Tobacco Control - 10 February 2024

The WHO FCTC Knowledge Hub for Public Awareness (in relation to Article 12) attended the 10th session of the Conference of the Parties (COP10) to the WHO Framework Convention on Tobacco Control (WHO FCTC), held from 5 to 10 February in Panama. As members of the French delegation, representatives of the Knowledge Hub were able to take part in the discussions and negotiations.

Decisions taken at the COP

Numerous decisions representing significant advances in the fight against tobacco were taken during the week. However, none concerned Article 12, which was not on the agenda. The following issues were discussed: the protection of the environment and human rights, the strengthening of measures to ban the promotion and advertising of tobacco and nicotine products (particularly in the digital sector), and the exploration of new and innovative measures to broaden tobacco control policies.

The Parties could still consider Article 12 when implementing these new directives or decisions, as it covers raising public awareness on all issues relating to tobacco control.

The groups of experts whose creation was decided at this COP may also include recommendations involving Article 12.

The activities of the Knowledge Hub at the COP

The event was an opportunity for the Knowledge Hub to present its activities to COP participants, and to discuss with various stakeholders in tobacco control.

In collaboration with the other WHO FCTC Knowledge Hubs, the Knowledge Hub for Public Awareness:

  • Held a booth at the Marketplace throughout the COP.
  • Presented its activities at a “side event” open to all COP10 participants during the break between plenary sessions.
