Constitution
The Constitution was promulgated in 1984 and modified in 1996. It includes 133 articles addressing a wide array of issues including among other things fundamental rights and freedoms, the fundamental principles of the State and institutional arrangements.

The Constitution includes 133 articles and is structured around five parts. The first part of the Constitution is dedicated to Fundamental Principles on the Nature and Foundations of the State. The Second addresses fundamental rights, liberties, assurances and duties. The third part provides for the organisation of the political power. The fourth part provides for guarantees and review of the Constitution while the last part (five) provides for final and transitory provisions.
Under the first part of the Constitution providing for Fundamental Principles on the Nature and Foundation of the State, it is stated that the public health’s main goal is to promote the physical and mental well-being of the population and the balanced insertion in the social-ecological environment where they
live (art.15). There are no explicit reference to the right to health under part two dedicated to Fundamental rights and Freedoms.
