The most comprehensive WHO guidance on National Health Policies and Plans, “ Strategizing national health in the 21st century: a handbook” covers all aspects of developing national health polices (strategies and plans) in all contexts, including in low income countries heavily depending upon external aid, and in countries facing emergencies (Fragile, Conflicts, Vulnerable (FCV) countries).
This guidance has been developed, based on the WHA resolution on National Health Policies and Plans WHA64.8: “Strengthening national policy dialogue to build more robust health policies, strategies and plans”, for all 194 WHO Member States.
Specific operational guidance on National Health Policies and Plans, based on the handbook has been provided to 124 countries through the UHC Partnership.
