Toolbox of Primary Health Care resources for Global Health Initiatives

Explanation
The aim of the Toolbox of Primary Health Care (PHC) resources for Global Health Initiatives (GHI) is to provide WHO staff with practical information on PHC that can be used to assist Member States to access and optimally use GHI and other donor funding and support. It supports application of PHC principles to the design, implementation and monitoring of such investments. The fundamental problem that the Toolbox addresses is the inconsistent use of the PHC Operational Framework in the design and implementation of GHI. The Toolbox components, derived from the Global PHC Operational Framework and the Declaration of Astana, seek use of catalytic funding from GHIs to promote PHC approaches to strengthening health systems, which are more engaged with communities and other sectors in collaborating to achieve UHC and SDG goals.

PHC-GHI Resource Database

The aim of this database is to enable Primary Health Care (PHC) orientation of health systems and GHI proposals through enabling access to up-to-date resources on the PHC approach. The system of classification of resources is designed to facilitated both functional and topic related search capacity, with boundaries set by the lever descriptions and recommended policies and interventions in the Operational Framework for Primary Health Care.

Focal points directory |
The directory is an up-to-date list of focal points (FPs) for several major Global Health Initiatives, as well as relevant WHO technical FPs across all three levels of WHO. FPs are grouped by both GHI and thematic area. The directory aims to support Member States in accessing appropriate WHO expertise required to effectively manage obtaining and using support from GHIs. |

COVID-19 Funding Rapid Assessment Tool
|
Under the PHC Accelerator of the SDDG3 GAP, a COVID-19 Funding Rapid Assessment tool was developed to support countries in identifying priority areas for inclusion of PHC activities into existing or upcoming funding proposals centred around COVID-19. In addition to supporting countries with their COVID-19 response, many donors have also encouraged a focus on medium- and longer-term initiatives that include service delivery and health systems strengthening (HSS) to ensure maintenance of routine health care, and preparedness, resilience and sustained improvements. As such, the assessment outlines key PHC-related activities for consideration in country proposals for COVID-19 funding, with a focus on medium- and longer-term HSS and PHC support.

Health Systems Strengthening (HSS) Investments Database

The HSS Investments Database is a comprehensive dataset of spending on HSS activities by Global Health Initiatives using a consistent taxonomy of HSS functions and activities. Coordination and harmonization of donors’ grants aiming at strengthening health systems is critical to improve aid effectiveness and deliver results in country. In order to ensure that consistent taxonomy of HSS functions and activities, WHO and UNICEF have worked with Gavi and GFATM to develop some areas of commonality in their respective HSS classification schemes and have identified 8 categories, and activity lines were classified using those categories.
