• How will adequate domestic resources be mobilised to provide access to essential medicines and products in primary care?
• What policy commitments, plans and mechanisms have been established to ensure adequate national capacity  and good governance for provision of essential medicines and health products?
• How can resources be mobilised for health products in emergency situations, including diagnostics, personal protective equipment, medicines and medical devices and capacity development?
• How can communities participate in decision making about new technologies and safety and pricing of health products?
