6. Primary health care workforce

Adequate quantity, competency levels and distribution of a committed multidisciplinary primary health care workforce that includes facility-, outreach-, and community-based health workers supported through effective management supervision and appropriate compensation. Focusing on how a multidisciplinary workforce will be sufficiently mobilized, managed and supported for primary health care.


KEY QUESTIONS TO SUPPORT PHC-ORIENTED APPROACH TO ADAPTING NATIONAL HEALTH PLAN:
• What intersectoral coordination systems and policy dialogue are required to align and mobilise support for health workforce education, skills, employment and remuneration?
• What human resource policies, regulations, education and management systems are required to ensure universal access of the population to a quality primary health care workforce?
• How will resources be mobilised and allocated to  sustain the supply, recruitment, deployment and retention of PHC workforce?
• What community health  systems will be established or strengthened to ensure participation by community in selection and deployment as well as  accountability of PHC staff to the community?
