14. Monitoring and evaluation

Monitoring and evaluation through well-functioning health information systems that generate reliable data and support the use of information for improved decision-making and learning by local, national and global actors. Focusing on generation of reliable data by monitoring and evaluation systems, and the use of information for health decision making from community to national level.


KEY QUESTIONS TO SUPPORT PHC-ORIENTED APPROACH TO ADAPTING NATIONAL HEALTH PLAN:
• What commitments have been made by governments and sectors to development and monitoring of PHC oriented monitoring and evaluation frameworks?
• What comprehensive plan and framework for M & E of PHC is available that includes a set of nationally appropriate indicators, systems and technologies to generate data on selected indicators, and programs of capacity building to facilitate use of data for decision making?
• Are plans  for PHC M & E capacity development and operations  adequately costed and funded, and is data from these systems used to guide resource allocation (especially for vulnerable or disadvantaged populations)?
•Are communication and information technologies being developed and applied to improve the capacity of the community to track personal health and to improve community health monitoring?
