KEY QUESTIONS TO SUPPORT PHC-ORIENTED APPROACH TO ADAPTING NATIONAL HEALTH PLAN:
• What national health mandates, declarations policies and strategies are proposed to ensure universal access to a nationally defined health care benefits package which is free at the point of care?
• What governance processes (contracting, role delineation) and data collection are proposed to ensure there are adequate transparency, equity, quality of care  and  accountability for  purchasing and payment systems?
• How will estimates be made of the resource required to deliver a comprehensive service benefits package?
• How will the community participate in purchasing strategies, monitoring of provider performance and quality?
