KEY QUESTIONS TO SUPPORT PHC-ORIENTED HEALTH COMPACTS:

Questions relating to government commitment

• What PHC policy commitments have been made to guide development of integrated health services (including combining public health and primary care)?

• What community level processes are in place to determine and select stakeholders for engagement in governance, planning, priority setting, implementation and monitoring (including accountability mechanisms)?

• Have PHC policy frameworks been updated for models of care to include role of all relevant health and care workers (including formal and informal) in PHC, appropriate technologies, multi disciplinary teams and referral systems?

• How will adequate domestic resources be mobilised to provide access to essential medicines and products in primary care?

Questions relating to partner commitment

• How will partners better support alignment of funding?

• How can partner funding support the alignment of service delivery activities across levels of care?

• How can partner funding catalyse support for development and implementation of plans to improve the quality of health infrastructure at primary care health facilities?
