Workshops and training

The Secretariat of the WHO Framework Convention on Tobacco Control (WHO FCTC) has established eight Knowledge Hubs worldwide, to support Parties to implement the Convention. The Research Unit on the Economics of Excisable Products (REEP) (formerly the Economics of Tobacco Control Project (ETCP)), based at the University of Cape Town (UCT), was asked to host a Knowledge Hub (KH) on Tobacco Taxation and Illicit Trade (Articles 6 and 15 of the WHO FCTC). The KH aims to support governments with Articles 6 and 15 of the WHO FCTC through targeted training opportunities, direct technical assistance, and by producing appropriate tools and resources (e.g. through a web platform). This work is performed within a partnership network with other stakeholders, and by developing a community of practice with other Knowledge Hubs. About the workshops

The Knowledge Hub facilitates workshops and training for government officials (and sometimes employees from civil society organisations) from a variety of countries on specific topics. Such training is offered to Parties from around the world through the Knowledge Hubs global network. This training covers topics such as: how to design an efficient tobacco tax system; how to measure the size and/or trends in illicit trade in tobacco products; how to model the likely impact of a change in the excise tax on tobacco consumption, smoking prevalence and tax revenue; and the like.

 

Eligibility

The UCT KH was established in agreement with the Secretariat of the WHO FCTC. The intended services of the UCT KH are to provide support to Parties that have signed and ratified the FCTC. Therefore, priority will be given to these Parties. Please note that applications will be prioritised as follows:

  1. Direct government capacity building in FCTC 2030 project priority countries.
  2. Direct government capacity building in non-priority countries.
  3. Indirect government capacity building in FCTC 2030 project priority countries (this includes NGOs with strong ties with their Ministry of Finance or Health).
  4. Indirect government capacity building in non-priority countries (this includes NGOs with strong ties with their Ministry of Finance or Health).

UCT KH workshop participants are identified and approached directly by the Knowledge Hub, in consultation with the WHO FCTC Secretariat and WHO Regional Offices. How to apply

To apply for a UCT KH workshop, you will require:

  1. A completed application form, which can be downloaded here.
  2. Evidence of government support/political will to implement tobacco tax policies in your country. This can be in the form of a letter from the relevant minister, director-general or other relevant government employee.
