Strategic Plan of the Ministry of Health 2024-2028
The Strategic Plan of Turkey’s Ministry of Health 2024–2028 is a forward-looking framework focusing on enhancing health service accessibility, quality, sustainability, and innovation. The plan builds on the success of earlier healthcare reforms and addresses contemporary challenges, including rising non-communicable diseases, an aging population, and the ongoing recovery from the COVID-19 pandemic. Turkey’s health system has achieved significant milestones, such as improved maternal and child health indicators, expanded vaccination programs, and increased life expectancy. However, challenges remain in tackling health inequities between urban and rural areas, managing workforce shortages, and adapting infrastructure to population demands. The Strategic Plan emphasizes a multi-dimensional approach, combining health promotion, disease prevention, and equitable service delivery. Special attention is given to the deployment of digital health technologies, advancing local pharmaceutical and medical device industries, and improving citizen satisfaction with healthcare. The plan is anchored in five strategic objectives: promoting healthy lifestyles, strengthening primary care, enhancing healthcare quality and accessibility, developing institutional capacity, and boosting national health technology and innovation. Goals include reducing obesity prevalence, expanding mental health services, and increasing health workforce capacity. Despite its comprehensive framework, successful implementation hinges on addressing resource gaps, sustaining investment in health infrastructure, and mitigating regional disparities. The emphasis on leveraging technology and innovation, alongside intersectoral collaboration, positions the health system to adapt to evolving needs. Turkey’s Strategic Plan 2024–2028 provides a robust roadmap for improving public health outcomes, but addressing systemic inefficiencies and fostering equitable access will be critical to achieving its ambitious vision.
