Strategy for Population Health Protection until 2030
The Strategy for Population Health Protection until 2030 of Tajikistan focuses on enhancing the health system to address key public health challenges, improve service delivery, and promote equity in health outcomes. Tajikistan’s health strategy addresses rising non-communicable diseases (NCDs), persistent communicable diseases, and maternal and child health challenges. While progress has been made in reducing poverty and improving access to healthcare, challenges remain in rural access, the prevalence of malnutrition, and limited public health financing. Maternal mortality (32 per 100,000 live births) and under-five mortality (33 per 1,000 live births) have shown improvement but remain above regional averages. The strategy aligns with the Sustainable Development Goals (SDGs) and prioritizes health system strengthening through human resource development, better infrastructure, and financial reform. Digital health and multi-sectoral collaboration are emphasized as key enablers. Strategic goals focus on reducing NCD and communicable disease burdens, improving maternal and child health, and ensuring financial protection against catastrophic health expenditures. Key interventions include scaling up primary healthcare, promoting preventive and community-based approaches, and addressing social determinants of health. However, implementation faces barriers such as low health spending (2% of GDP), high out-of-pocket expenditures (65%), and inequities in urban-rural service delivery. Governance challenges and reliance on external donor funding also limit progress. While Tajikistan’s health strategy provides a solid roadmap for long-term health system transformation, achieving its ambitious objectives requires enhanced domestic investment, governance reforms, and strengthened intersectoral partnerships to ensure equitable health outcomes by 2030.
