National Health Sector Strategic Plan 2023–2027

The National Health Sector Strategic Plan (NHSSP) 2023–2027 of South Sudan outlines a roadmap to improve the health system, focusing on equity, resilience, and sustainable service delivery in a challenging post-conflict environment. The NHSSP identifies key issues including high maternal and child mortality, low immunization coverage, and the prevalence of communicable diseases like malaria and HIV/AIDS. Only 44% of the population has access to basic health services, largely due to weak infrastructure, insufficient workforce, and limited financial resources. Health outcomes are further constrained by systemic challenges such as poor governance, weak health information systems, and reliance on external donor funding​. The strategy emphasizes improving primary healthcare and rebuilding a resilient health system. Progress has been made in expanding service delivery through public-private partnerships and donor support. However, gaps remain in reaching rural and conflict-affected populations​. The NHSSP 2023–2027 is structured around five priority areas: service delivery, health workforce, financing, health governance, and monitoring and evaluation. Goals include increasing healthcare access, enhancing human resource capacity, and achieving financial sustainability through domestic resource mobilization. Strategic interventions such as improving referral systems, promoting disease prevention, and integrating community health programs align with global targets for Universal Health Coverage (UHC)​. The plan’s success depends on addressing persistent challenges, including dependency on external aid, inequities in service delivery, and inadequate infrastructure. Strengthening health governance and improving cross-sectoral collaboration will be critical to achieving its objectives. The NHSSP provides a strong framework to rebuild South Sudan’s health system but requires robust implementation, political commitment, and sustainable funding mechanisms to realize its vision for equitable and resilient healthcare by 2027.
