Plan National de Développement Sanitaire 2021-2025
The Côte d’Ivoire National Health Development Plan (PNDS) 2021-2025 is aligned with national and international health priorities, including the Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063. It builds on previous plans and aims to strengthen the healthcare system through governance, service accessibility, and disease prevention. Despite progress in governance, healthcare financing, and service delivery, significant challenges remain. Maternal mortality stands at 614 deaths per 100,000 live births, and child mortality rates remain high. The plan prioritizes universal health coverage, with a focus on improving governance, expanding healthcare infrastructure, and enhancing health promotion and disease prevention. Strategies include strengthening financial management, ensuring equitable distribution of healthcare resources, and improving emergency preparedness. Challenges include financial sustainability, gaps in healthcare workforce distribution, and disparities in access to quality care. Infrastructure deficits, inefficient resource allocation, and a need for stronger intersectoral collaboration further hinder progress. The PNDS emphasizes digital health solutions, research, and innovation to improve health service delivery and monitoring. The plan is ambitious and comprehensive, requiring robust political commitment, adequate funding, and efficient implementation strategies. While it aims to enhance health system resilience, success will depend on addressing existing systemic inefficiencies and ensuring sustained investment in public health programs.
