Plan Directeur de Santé 2021-2031
The Plan Directeur Santé (PDS) 2021-2031 of Haiti aims to strengthen universal health coverage (UHC), improve service delivery, and enhance system resilience. It aligns with Haiti’s National Health Policy, the Sustainable Development Goals (SDGs), and the WHO health system strengthening framework. Unlike previous plans focused on disease-specific interventions, this strategy adopts a systemic approach to health system development. Haiti's healthcare system faces significant structural and financial challenges, including high maternal and child mortality rates, limited access to essential medicines, and a fragmented health service delivery system. Additionally, chronic underfunding, weak governance, and workforce shortages hinder progress. The impact of recurrent political instability, natural disasters, and the COVID-19 pandemic has further strained healthcare resources. The PDS emphasizes strengthening governance, integrating community-based health services, and expanding epidemiological surveillance. Health system financing remains a major constraint, with high out-of-pocket expenditures and heavy reliance on international aid. Efforts to modernize health infrastructure, improve workforce capacity, and enhance digital health solutions are also key components of the strategy. Achieving the PDS 2021-2031 objectives requires strong political will, increased domestic investment, and improved coordination among health stakeholders. Addressing inefficiencies in service delivery, reducing disparities in healthcare access, and reinforcing financial sustainability will be critical for building a more inclusive, resilient, and high-performing health system that meets Haiti’s long-term public health needs.
