National Health Policy Strategy and Plan
Plan Estratégico Institucional 2018-2032
The Institutional Strategic Plan (PEI) 2018-2032 of Guatemala aims to strengthen universal health coverage (UHC), improve healthcare governance, and reduce mortality rates. It aligns with the National Development Plan K’atun 2032, the Sustainable Development Goals (SDGs), and national health policies. The plan builds upon previous initiatives to expand essential health services, combat communicable diseases, and improve maternal and child health outcomes. Guatemala has made progress in expanding healthcare services and reducing child mortality. However, persistent challenges remain, including high maternal mortality rates, widespread malnutrition, and disparities in healthcare access between rural and urban populations. Additionally, non-communicable diseases (NCDs) are on the rise, and vector-borne diseases such as malaria, dengue, and chikungunya continue to pose public health threats. The strategy emphasizes strengthening epidemiological surveillance, improving financial sustainability, and enhancing healthcare infrastructure. Investments in primary care, emergency services, and digital health solutions are prioritized to modernize service delivery and improve efficiency. Efforts to enhance human resource capacity, increase vaccine coverage, and improve access to essential medicines remain key areas for development. Achieving the objectives of the PEI 2018-2032 will require strong political will, increased domestic funding, and effective multi-sectoral collaboration. Addressing structural inefficiencies, expanding preventive healthcare measures, and ensuring equitable service distribution will be critical to building a resilient, efficient, and inclusive health system that meets Guatemala’s long-term public health goals.
