Plan National de Développement Sanitaire (PNDS) 2015-2024

The National Health Development Plan (PNDS) 2015-2024 of Guinea aims to strengthen primary healthcare, disease prevention, and health system governance. It aligns with Guinea’s National Health Policy, the Sustainable Development Goals (SDGs), and regional health frameworks. The plan was developed in response to persistent healthcare challenges, the 2014 Ebola epidemic, and the need for a resilient health system​. Despite improvements in health service availability and infectious disease control, Guinea continues to face high maternal, neonatal, and child mortality rates, a high prevalence of communicable and non-communicable diseases (NCDs), and weak health infrastructure. The health system’s governance and financial sustainability remain fragile, with limited public health funding, an overburdened workforce, and disparities in healthcare access, particularly in rural areas​. The plan focuses on improving emergency response capabilities, expanding maternal and child health services, and strengthening epidemiological surveillance. It also emphasizes health system decentralization, improved workforce training, and better integration of community-based healthcare. The PNDS highlights the importance of data-driven decision-making and financial reforms to ensure long-term health system sustainability​. Achieving the PNDS 2015-2024 goals will require political stability, increased investment in primary care, and enhanced intersectoral coordination. Strengthening financial sustainability, human resource capacity, and digital health integration will be key to building a more equitable, resilient, and efficient healthcare system capable of addressing Guinea’s long-term health priorities​.
